As with all Football Clubs, Arsenal send their scouts all over the world looking for top, top talent. Just a few of the Nationalities at Arsenal are of course French, Spanish, Swiss, Belgian, Russian, Dutch, Argentinian, Brazilian, English, Welsh, Polish, Bolivian – the list goes on.
The thorn in the side of the Premier League comes when attempting to secure talent from outside of the EU. Law in the United Kingdom states that Non-EU Nationals seeking gainful employment in the UK require a Work Permit and of course a Visa.
The criteria for a Work Permit which will also provide a Governing Body Endorsement (critical for the Visa) are as follows;
- A player must have played for his country in at least 75% of its competitive “A” team matches he was available for selection, during the 2 years preceding the date of the application;
- The player’s country must be at or above 70th place in the official FIFA World Rankings when averaged over the 2 years preceding the date of the application; and
- The application for a GBE must be made by a club in membership of the Premier League or Football League and the player will only play for clubs in membership of those leagues’ competitive matches. The definition of a competitive ‘A’ team international match is a:
– World Cup Finals game
– World Cup Qualifying group game; and
– Football Association Confederation game, for example:
– The FIFA Confederations Cup;
– The UEFA European Championships and Qualifiers;
– The African Cup of Nations and Qualifiers;
– The Asia Nations Cup and Qualifiers;
– The CONCACAF Gold Cup;
– The CONCACAF The Copa Caribe;
– The CONMEBOL Copa America;
– The OFC Nations Cup and
– The UNCAF Nations Cup
Please note none of the above tournaments include youth teams such as Under 21’s, 19’s., 16’s etc.
So you see, it really isn’t that simple to qualify naturally for a Work Permit. Young talent rarely meets the requirements as set above. Clubs like Arsenal are given three choices; 1) Apply for an “Exceptional Talent Visa” – the likes of which are also given to top Doctors and Scientists, 2) Send the players to a EU country where the Immigration laws are less strict (Belgium, Spain) or 3) Stop scouting kids that will not qualify straight away.
Option 3 isn’t really a workable option, it seems our Immigration is woolly at best and even gave indications that Wellington would be accepted for a Exceptional Talent visa before refusing it.
Arsenal use Option 2 a lot, with the likes of Vela (though he is back now), Botelho, Gallindo and Wellington out across Spain in an attempt to gain time in that EU Country to then qualify for dual-citizenship as an EU National.
This is where Wellington finds himself at the moment. He is registered on loan with Levante in Spain and has struggled to make any kind of impact whatsoever this season. Reports of him being out of shape, struggling with diet, showing a lack of discipline in training etc are flooding out of Spain’s less reliable sources.
It is worth pointing out Vela had similar negative accusations, as did Botelho. Botelho’s stemmed from a rather unfortunate relationship with the daughter of the Chief Exec at Celta, Vela’s about mentality and work-rate.
I hope Wellington is able to get the Exceptional Talent Visa, I think he would be more at ease at London Colney where he can see his path to the Arsenal first team. Certainly I feel for the boy, dragged from his country and family and plonked in a new culture, new club and he just isn’t getting game time.
Levante have said to the media that he is on course to meet Arsenal’s requirements and that it’s not just about him playing games but about acclimatising to a bigger club, a different culture and a different mentality to training and preparation.
All this just to gain an exceptionally talented player who might turn out to be the next Ronaldo, Messi etc.
For the sake of the boy, I really hope it is worth it.

Re: Wellington. I have read the same rumours and hope that he can come to terms with the rigours of a Professional life. However, surely Levante have to take some control over the life of a young boy leaving his homeland and family. If I was the AW, I would be furious. If Wellington is as good as he is purported to be then a few games would help him focus, otherwise there is little point in him being at the club. In future, I hope AFC use a different club to nurture their talent

If not I’d place Wellington with Feyenoord. The dutch system seems to suit Brazilians more naturally.
Sounds like he’s another loser to be honest. Why feel sorry for him? He’s an adult earning bucket loads of money and Levante isn’t downtown baghdad. He signed a contract with a professional football club and he’s not pulling his weight (just gaining it). There are a million kids who would die to be in his position. Coming to the Colney so he can be wrapped in his Arsene’s cotton wool and protected is done none of our players any good.
I heard he only had two starts this season. If that’s true than it’s criminal. What on earth is he doing over there at Lavante? What a waste of talent!

BR, Levante have been given strict guidance on how to work with Wellington, this includes diet, fitness, vitamin suppliments, language training and media training.
I understand they are doing very well in this regard, but he is seeing little game time at the minute.
I do expect Arsene to go strongly for the Exceptional Talent visa again and then reassess Wellington in pre-season and choose a club accordingly.

I think you are being rather harsh, he’s 18 years old in another country, without his family or friends.
The culture shock alone would be enough to send anyone into their shell.

I think there is also a “special talent” visa which works in some cases, and doesn’t need to meet all of the above criteria.
Anderlecht are very keen to take Wellington on loan nxt season if we can’t get a special talent visa. Not sure he’l get that visa as he has hardly played…

The Exceptional Talent Visa isn’t based on playing time, but is based on criteria such as talent, whether there is a need for that talent on the preferred occupations list (Doctors, Scientists etc are high on this list along with other in-demand occupations) and the person’s ability to speak English etc.

Certainly there is a moral question about how we procure talent from abroad, however, its a question that hangs over all clubs. Barcelona, for all of their famed Marcia academy often source players in South America and bring them through as their own.
The real problem is that for all the Wonder-kids and success stories there are hundreds, perhaps thousands that come over to Europe and don’t even get a shot at a decent football career and go back home with nothing to show for it.
That’s where the real moral question lies, in the responsibility of the clubs to look after, nurture and help these talented players. At least Arsenal appear to be doing the best they can with Wellington, helping him become a real professional talent.

Any player who can make it into a Brazilian youth team must be good enough to get a look into a Levante side.
I’m surprised at his exclusion and it has to be behavioural.
Will be interesting to see how Pedro Botelho works out – he seems to have come good in terms of representing his team. He’s also had a stormy time down there.
I have watched a bit of Bothelo on local Spanish TV. He has been a regular in the Cartagena side this season but I have to say I have not been that impressed with him. He has done OK in a very average second division side.
Maybe it is his age, different culture etc. but he will need to do a lot more to impress me. I truly hope that he does.

I was listening to Desert Island Discs this morning. They were featuring the ex Pink Floyd Bassist and co-former Roger Waters.
When asked what luxury he would like to take to his desert island he asked for a satellite dish and a television. Why? Because while living in Highbury in the 60’s he fell in love with The Arsenal and sees every game wherever he is in the world. He called it his little obsession and we can all empathise with that!
I love to hear of others who share our addiction.

Reading how you first got interested in Arsenal, thru Denis Bergkamp, reminded me of how I used to see many Swedish Gooners, when I was a season ticket holder at Highbury.

They spoke English beautifully too, and obviously had a terrific sense of humour! –it was humour, don’t you think? 🙂

London. I have driven from Chamonix to Nice a few times. Both Motorway and side roads. To do it in 4 days will be a memorable tour. I am deeply envious of both the trip and your energy!
Last year whilst walking in the Alpes Marirtimes National Park I met two mountain bikers who were cycling along paths that were so vertiginous any slip was fatal. I stopped the woman and she told me that she and her new husband were cycling from Chamonix to Ventimiglia (south of Nice) for their honeymoon.
I expressed surprise at such an enterprise and she said that her husband “was f***ing mad and if she could catch up with him she would push him off the path”!
I wonder if they are still a couple.

One week at a time, Peaches. Imagine the week-end to be an international-break, then the next one, before you know it, Wimbledon has engulfed us, then once that’s out the way, pre-season kicks in, friendlies start, and the count-down begins. Our CL qualifier gives us an early start.
i saw him play the last game of the season. well he came on for the last half hour or so. and leterally 5 seconds after coming he got clattered. he didnt roll around tooo much but picked himself up and got on with it. he had a couple of nice touches and a good strong shot after a neat 1-2. the shot was straight at the keeper who tipped it over but it had alot of power. his crossing wasnt bad either. i really dont think he will get a talent visa after spending so much time on the bench if he plays like that every game next season then he could be a regular for levante and then get a visa next year.

As for the cricket, I reckon an Ashes Tour gets some non cricket fans following it, but we do have the number 1 ranked Test playing nation(India) touring here in the second half of the summer however our CL pre qualifiers will be approaching by then.

Thank goodness there’s a name for this disorder. Somehow I feel better, even
though I have it!!
KNOW THE SYMPTOMS…..
Recently, I was diagnosed with A.A.A.D.D. – Age Activated Attention Deficit
Disorder.
This is how it manifests itself:
I decide to water my garden.
As I turn on the hose in the driveway, I look over at my car and decide it
needs washing.
As I head towards the garage, I notice post on the porch table that I picked
up from the postman earlier.
I decide to go through it before I wash the car.
I put my car keys on the table, put the junk mail in the recycling box under
the table, and notice that the recycling box is full.
So, I decide to put the bills back on the table and take out the recycling
first.
But then I think, since I’m going to be near the postbox when I take out the
recycling paper anyway, I may as well pay the bills first.
I take my cheque book off the table and notice that there is only one cheque
left.
My extra cheques are in the desk in my study, so I go into the house to my
desk where I find the cup of coffee I’d been drinking.
I’m going to look for my cheques but first I need to push the coffee aside
so that I don’t accidentally knock it over.
The coffee is getting cold, and I decide to make another cup..
As I head toward the kitchen with the cold coffee, a vase of flowers on the
work-top catches my eye – the flowers need water.
I put the coffee on the work-top and discover my reading glasses that I’ve
been searching for all morning.
I decide I better put them back on my desk, but first I’m going to water the
flowers..
I put the glasses back down on the worktop, fill a container with water and
suddenly spot the TV remote control. Someone left it on the kitchen table.
I realise that tonight when we go to watch TV, I’ll be looking for the
remote, but I won’t remember that it’s on the kitchen table, so I decide to
put it back where it belongs, but first I’ll water the flowers.
I pour some water in the flowers, but quite a bit of it spills on the floor.
So, I put the remote back on the table, get some towels and wipe up the
spill.
Then, I head down the hall trying to remember what I was planning to do.
At the end of the day:
* The car isn’t washed
* The bills aren’t paid
* There is a cold cup of coffee sitting on the kitchen work-surface
* The flowers don’t have enough water,
* There is still only 1 cheque in my cheque book,
* I can’t find the remote,
* I can’t find my glasses, and
* I don’t remember what I did with the car keys.
Then, when I try to figure out why nothing got done today, I’m really
baffled because I know I was busy all bloody day and I’m really tired.
I realise this is a serious problem, and I’ll try to get some help for it,
but first I’ll check my e-mail…..

remember who the hell I’ve sent it to.

Good post WG, this is that strange area where football which lies for the most part outside of any political interference suffers. However when coupled with the FA law about academy players needing to live within an hour of the training ground it is an avenue we have to explore.
I’m sure we would have been interested in someone like Wickham but the rules mean whoever now wants him will be forced into a bidding war for his services.
My 1week summer holiday is next week so after that only 5/6 weeks to go that’s pretty ridiculous when you think about it.

Now that I am more ambulatory, I have noticed all the little jobs I have been unable or uninterested in doing for some weeks.
My problem is not quite the same as A.A.A.D.D., but seems similar.
I decided first things first. Make the bed; take a shower; 🙂 put out the trash; back up my computers; run the virus checker; mow the lawn; wash the car; clean the windows and so on.
I soon became so depressed I went back to bed until the chores sorted themselves out.
Next morning, to cheer myself up I ordered a test drive for a new car (no intention of buying, just a chance to get out and about). 🙂 Life is such a bitch.
It paid me back when during the drive the salesman farted and tried to hide the evil pong by turning the radio on!!
I pulled over and told him to get out. He did, blaming me. Blaming me — the bastard!!
I then drove off in a fury, until I realised it was his car. Sod!
I got home and told the garage where to find the car, and that they would need gas masks before getting in. They told me they were aware of the poisonous volcanic eruptions!
That bastard salesman had got in first.
So I went back to bed.
I can still blog from there, except no bugger seems to be on the site. Stuff it! 🙂

I believe the home office should not handle such visas. They should take help from a committee of current or ex managers who have actually achieved something. But then I’m not from England so this probably isn’t something I should be commenting on.

If Wenger can’t get the gunners firing again he should go elsewhere and play his bewitching soccer .Football is about winning. If you want to win with style like Barca,then he should go and manage Barca or another Spanish team.
